Dr. Larry L. Orr is an independent consultant providing expert advice on:

 

Ø  Design of randomized trials in a wide range of social policy areas

 

Ø  Evaluation of public programs

 

Ø Research and evaluation methods

 

Ø Interpretation of evaluation results

 

Dr. Orr has forty years experience in the analysis of public programs and policy, specializing in the design and implementation of large-scale field projects involving random assignment.  Dr. Orr has directed such projects as the National JTPA Study and the Evaluation of the Moving to Opportunity Demonstration. As a leading expert on evaluation methods, he has served on a number of expert advisory panels, including the National Academy of Sciences Committee on Postsecondary Education and Training.  

 

 

Dr. Orr has published extensively on evaluation methods.  He has authored, co-authored, or edited six books, including the graduate level text, Social Experiments: Evaluating Public Programs with Experimental Methods.  Until 2007, Dr. Orr was Chief Economist at Abt Associates.  He is currently an independent consultant and Associate at the Institute for Policy Studies, Bloomberg School of Public Health, Johns Hopkins University.

 

 

Dr. Orr was formerly Director, Office of Income Security Policy Research, U.S. Department of Health, Education, and Welfare, and Director, Office of Technical Analysis, U.S. Department of Labor.
